News Summary

New research highlights the substantial long-term economic costs of school closures during the COVID-19 pandemic in the U.S. While preventing many deaths, the closures resulted in an estimated £1.6 trillion ($2 trillion) in economic losses due to educational disruptions. The study advocates for improved intervention strategies that could have reduced both economic impacts and fatalities, emphasizing the need for better data systems in future health crises.

Oxford, UK – New research from Oxford University’s Department of Statistics and the Leverhulme Center for Demographic Science has revealed that school closures during the COVID-19 pandemic in the United States, although preventing numerous deaths, resulted in substantial long-term economic costs. Specifically, the study attributed an estimated £1.6 trillion ($2 trillion) in economic losses to the negative impacts on education arising from these closures.

The study, which analyzed various non-pharmaceutical interventions in the U.S. throughout 2020 prior to the widespread availability of vaccines, assessed eleven different strategies for mitigating the spread of COVID-19. The collaborative research conducted by Oxford and the University of Washington combined both disease modeling and economic analysis to arrive at their conclusions.

Data indicated that school closures were associated with approximately 77,200 prevented COVID-19 deaths and reduced transmission rates of the virus by about 8.2%. However, the closures also led to significant educational disruptions, with students losing upwards of 0.35 school-years of learning. In some states, schools remained closed for nearly the entire 2020-2021 academic year, exacerbating the negative effects on children’s education.

In contrast to the economic repercussions of school closures, mask mandates proved to be a more effective intervention. They reduced virus transmission by 19% with minimal economic costs involved. Additionally, testing and contact tracing programs were found to be efficient in curtailing the spread of the virus while maintaining more stable economic conditions.

The research highlighted concerns regarding the overall policy response to the pandemic, suggesting that an optimal mix of interventions could have significantly lessened the economic impact of the pandemic in the United States. Specifically, estimates indicated that such an approach could have decreased the total economic toll from £3.7 trillion ($4.6 trillion) to about £1.5 trillion ($1.9 trillion), while also saving over 100,000 additional lives.

One of the key findings of the study is the necessity for enhanced national surveillance data in the U.S., akin to the systems implemented in the UK during the pandemic. This data could facilitate a more informed response in future public health crises.

The findings of this research serve as a crucial guide for future pandemic planning. They provide insight into which interventions could yield better health results while also minimizing economic disruption. Recommended strategies based on the analysis include the prompt deployment of testing, effective contact tracing, adherence to mask mandates, maintenance of social distancing practices, and targeted closures of facilities when necessary.

The research paper, titled “Optimal pandemic control strategies and cost‑effectiveness of COVID‑19 non‑pharmaceutical interventions in the United States,” has been published in BMC Global and Public Health, marking a significant contribution to understanding the complex trade-offs involved in managing public health crises.

As the world continues to grapple with the lingering effects of the COVID-19 pandemic, this study offers critical insights that can inform decision-makers about the best approaches to take in similar situations in the future.
